Job Description:
DEPARTMENT OVERVIEW & POSITION SUMMARY:

The Deputy Chief of Administrative Operations will oversee the budget, technology, the development of policies and procedures including certification and accreditation materials, training and professional development, records management system (RMS), Access Control, CCTV, Scheduling, compliance including Clery, CJIS manager, and assists with emergency planning documentation. The Deputy will serve as the keeper of department records, oversight of the department's social media accounts, research, and special projects. Partner with managers, supervisors, and employees to provide coaching and consultation with Federal Clery regulations, certain police and security needs and requests, and other various projects as assigned. Work with all levels of the College.

REPORTS TO: Chief of Police/Director of Public Safety

SUPERVISION EXERCISED: Supervise the day-to-day operations of the Public Safety Department and serve as the commander on duty in the absence of the Chief or Deputy Chief of Operations.

SALARY: $95,000--$105,000 Monday through Friday Day shift with occasional exceptions
The position is governed by the APA collective bargaining agreement

KEY RESPONSIBILITIES

ESSENTIAL JOB DUTIES:

Member of the Department of Public Safety Command Staff, generally performing the administrative, compliance and some auxiliary functions of the department.
Holds the role of the Administrative and/or Planning section when utilizing the FEMA Incident Command System (ICS). This position may also hold other basic roles of the ICS model as needed.
Responsibility for departmental policies and procedures, may assume responsibility for certification or accreditation.
Responsibility for administering department training and professional development programs.
Handles initial investigation of external complaints and may be lead investigator on certain investigations.
Oversight of campus dispatch operations as it relates to technology, policy, training, and needs.
Oversight of 24/7 administrative activities, including but not limited to personnel changes, issuance of ID cards, and access control requests for MassArt personnel who do not work during daytime hours.
Creates, maintains, and updates current crime and service classifications, addresses, and personnel, and follows standard operating procedures for the department records management system.
Review all campus dispatch shift logs and paperwork to ensure all information is accurate, complete, and within compliance. Coaches and arranges for training of personnel when necessary.
May respond to emergency and urgent situations and/or communications tasks necessary during the emergency or large-scale event such as commencement.
In partnership with IT, recommends and assists regarding telecommunications needs to ensure proper working order of all telecommunications equipment.
Acts as the college Clery Compliance Officer including Chair of the MassArt Clery Committee.
Oversee the development of the Annual Security Report, gathering data for statistics, and identifying all campus property, including required reporting for field trips and other temporary locations.
Responsible for keeping MassArt faculty, staff, students and surrounding community informed and trained on potential changes/updates of the Clery Act and other laws or regulations affecting Clery Act provisions.
May be responsible for sending, and documentation of emergency notifications and timely warnings that are sent to the campus community
Oversight of the preparation of the Uniform Crime Report/NIBRES reports, monthly felony reports, hate crimes, and use of force reports
Prepare and submit police certification data to POST, the State Police and MPTC
Oversight of Department marketing and social media accounts including but not limited to; Facebook, Twitter, etc
Development of educational pamphlets and community engagement materials
Oversight of department CJIS computer system, ensures attendance at CJIS meeting, virtually and in-person as required
Functions as the Facilities liaison
Oversight of payroll
Manages recruitment, and hiring including managing the search process for vacant Public Safety positions.
Participates in appropriate staff meetings and attends and serves on college and department committees and other meetings and seminars, as needed.
Administers various operation plans and procedures
Provides excellent customer service and assistance to visitors and callers; builds and maintains teamwork with coworkers in Public Safety, including contract agencies; as well as with staff in other departments that work closely with Public Safety including but not limited to; Colleges of the Fenway, Campus Events, Human Resources, Facilities, and Information Technology.
Responsible for all Finance related activities including, but not limited to, obtaining quotes, contract information, requesting W-9 and Certificate of insurance requests, purchase requisitions, purchase orders, check requests, and supplies.
Performing other duties as assigned.

Requirements:
REQUIRED QUALIFICATIONS:
Bachelor's Degree in a related field of study
7 years of related experience, at least two of which must be at a supervisory level.
Must possess a valid driver's license and be in good standing.
Ability to pass a comprehensive background check review. Including drug/alcohol screening and physical and psychological assessment arranged under the auspices of the Campus Police Department and remain physically able to perform the essential functions of the job as it relates to physical and mental ability to perform the role.
Experience with accreditation, certification and/or policy, procedure, and SOP writing
Experience with investigations
Experience with handling aspects of Public Safety Training
Ability to research issues, summarize in writing and present information when requested
Excellent attention to detail
Excellent written and oral communications skills,
Ability to understand provisions of laws, rules, regulations, policies, procedures
Excellent customer service skills

PREFERRED QUALIFICATIONS:
Ability to be certified by Massachusetts Peace Officer Standards and Training Commission (POST-C)
Ability to obtain and keep Special State Police Officer (SSPO) powers though MGL Chapter 22c S 63
Possess a valid Massachusetts license to carry a firearm, or be able to obtain in order to receive SSPO powers under chapter 22C section 63.
Possess at time of hire, or obtain one immediately, certifications in CPR, First Aid, and Automated External Defibrillator (AED) operation.
Master's degree in criminal justice or related field
Demonstrated ability to handle sensitive information, maintain confidentiality, and exercise sound professional judgment
Experience with campus law enforcement.
Experience in training and professional development, including presentation skills
Excellent interpersonal, writing and verbal communication skills, ability to work independently and manage multiple assignments simultaneously
Ability to work in a fast paced and stressful environment and meet deadlines
Must be team oriented, have excellent organizational skills, and attention to detail.
Demonstrated commitment in working with diverse populations and furthering diversity, equity, and inclusion in the workplace.
Demonstrated knowledge and ability to use computerized data management systems including Banner, HR/CMS, CJIS, Report Exec, Access Control Systems and Camera Systems

Experience working with security officers
Familiarity with the court system in Massachusetts
Strong knowledge of related computer programs and technology
